Indeed so, it probably barely sips the fuel, they're pretty frugal little things. 

I would go down the route of saying it's less environmentally friendly to create another car and dispose of another as this one's carbon footprint has been offset. But I don't have the facts to back that up. Could be BS. Just as much as ULEZ

Two separate issues though. ULEZ is not about global pollution or carbon footprint, it's about local pollution. 

 

I also think that ULEZ shouldn't exist but that doesn't really address it!
