In the 1930s, in the USA, if you wanted to travel in air-conditioned comfort, you needed a 'swamp cooler' attached to your car window. Their use continued until the sixties when modern air conditioning became a regular feature in their mainstream cars.

A car swamp cooler, which typically hangs on the passenger front window, is filled with cold water and balsa wood shavings in a wire cage. A large opening in the front of the cooler allows hot air to enter the cooler, evaporating the water. Cooler air is then blown into the car’s interior. The wood shavings help retain water and create better air flow.

Lower cost coolers allow the air to enter only when the car moves. However, some luxury units have an electric fan that circulates the air even when the vehicle is stationary. Most coolers held enough water for about two or three hours of cool-air goodness. The colder the water, the better the heat exchange.

Those things live on in the shape of evaporative air coolers, which resemble domestic air-conditioning units and make all sorts of unwarranted claims about themselves vis a vis being able to lower the temperature in a room.  They can, but only if the relative humidity is below a certain level.  Relative humidity in the UK is rarely below said level so they are, by and large, ineffective.  

I went into a Zara in a shopping precinct back in the summer, which had a number of evaporative air coolers operating on the shop floor - they seemed to have been hired in from 'Sunbelt Rentals' or someone like that, presumably because the air conditioning proper appeared to have failed.  Anyway, it was like walking into a Florida swamp; the temperature in the shop must have been pushing 90 and there was an all-pervading stench of stagnant water.  I suspect that the evaporative 'coolers' were, in fact, making it hotter in there by virtue of the heat given off by their not insubstantial fan motors.

The visit was worth it, however, as I found a decent pair of jeans in the sale.

I bought one of those evaporative coolers in B&Q for about £10 at the end of one summer. Not really convinced it’s any more effective than just a fan.

Off topic, but was that in Norwich? We went to Zara in the summer and that describes it perfectly.
