They've been painted body colour to make them look like they are supposed to be there but they really shouldn't be. Inner wings are a weak point on these. The Dolomite/Toledos had plastic shields covering the box section that sat on the other side from this photo. The 1300s didn't so mud would collect on top of the box section and rot out both the box section and the inner wing over the suspension turrets. This is a novel* way of repairing* it. 

Makes you wonder what else a good poke might reveal.

Tons of them around in Germany, Poland etc. Probably makes more sense to get one there if you don't mind lhd, which shouldn't matter in something like this anyway.
