Could it be the ulez,the anti car streets, the extortionate parking, the graffiti artists,drunks & druggies ( ignored by the police) ,the huge shopping centre with free parking just of the motorway , the other largeish shopping centre with free parking, the town next door that isn't anti motorist.

Most people haven't been there for years .

My father, who was born in the city in 1926, and died in 2007, always said that "if there's a way of wasting money Sheffield Council will be at the top of the list".

Only place I've spent any money in recent years in Sheffield centre is at Wetherspoons.  The council just want students, who basically contribute fuck all to the area.

My brother lived there for a few years, right on the edge of the hideous Manor estate. A friend from Cardiff also ended up living in Norfolk Park, which seemed a bit better. It was a decent place to shop, then. On one visit, in 2000, while we were having our house built back in Ireland we bought the material for the living room and kitchen curtains in the Rows market. We still have the curtains now. The stallholder put all the materials into two black rubbish bags, and I remember getting terrible cramp in my hands carrying them over to The Crucible, where my brother was picking us up.

Fell over this whilst looking out for some other stuff - 

Glen Michael (did the STV show 'Cartoon Cavalcade' when I was a kid ) - FaceAche says this is him, Jack Milroy, Mal Hollander and 'Averil' at McCall's Jaguar Dealership, John Street, Ayr in 1961 for the E-type launch

No clue if that's true as I was just a twinkle in my Dad's eye in 1961 - I am a tad disappointed to learn that Glen Michael was just a stage name and he was, really, Cecil Edward Buckland and a sassenach to boot ;-)
