Looks like it meets the criteria for an amphibious car. Not only completely  useless as a boat but completely useless as a car too.

Me and my sister stood in front of dad's 16 - one of the early 16's in the UK - bought in Plymouth and taken home to Bristol

Nice one! Bristol Freighter, Constellation, Viscount and a TU-104 identifiable. My eyes are not good enough to suss the aircraft further away.
