The damage appears to have been a crease on the tailgate and a cracked rear bumper, and a scrape on the rear panel, bump was probably a few years ago and the previous owner decided to continue to drive the car as is.

Wouldn't be hard to retrofit the 12V Actuator (solenoid) off say a vauxhall astra, which just pulls the hand brake cable.  The real clever* bit is getting a simple on off switch to be clever enough to do hill starts, but I suppose, all you need to do is bring the clutch to the biting point and then apply 12v in the reverse direction on the solenoid.
