Is there a good local off-license or a Spanish equivalent to the online shops such as Whisky Exchange, Loch Fyne and Maltmaster?

Everything can be found on Amazon. 

After I had written that most UK foods have disappeared I was in my local supermarket and saw Walkers cookies, Belgium chocolate and stem ginger. The address on the box was Walkers Germany. The same supermarket only has two single malts in stock. 
Everything is more expensive even  Spanish products.

The stuff for the TV channel is usually much shorter, current project there is basically a series of adverts for local landmarks and businesses.

I'm not 100% sure on the details, but I think for cable you don't even need a licence as such, just pay a cable company and make sure you give them a feed that meets their technical standards (and content standards, I suppose). We broadcast online and on a channel on the local cable company. Broadcast feed is run using an open source package called ffplayout, which is both brilliant and awful. One of the other things I'm working on is an automatic playlist generator for it, the built in one is shite.

It is decidedly amateur, but that's the point 😁
