Maybe that's due to the design of the N/A engine. I think the Octavia vRS is still ULEZ friendly :)

to be honest I think for some cars they would likely be complaint but manufacturers didnt need to measure/declare the NOX/particulate values pre 2000 so some cars which may be below the limits are therefore non complaint due to no data

Any post-2001 petrol-engined car will have an EML as OBD2 compatibility was compulsory by then.

The 2.5 924S had 5-stud wheels as standard, as opposed to the 2.0 924 which had 4-studs. Although since the S wasn't introduced until the mid 80s, this one has been converted - most likely with 924S parts.
