Why is he lieing about the age?

It was probably imported in 81 so given an 81 plt, my 76 was X reg as it came over in 82 until the plates were reversed & Q introduced for unknown age imports got the year letter they were imported, my 75 bakkie was brought over by it's original owner in 78 & given a T reg I had it re reged to a P. I sometimes wish I'd left it as it would've drove the rivet counters nuts.

Is he trying to use a laptop's web cam to take pictures of it? 

That's giving me nightmares of wrangling pictures out of people for CCW news and getting dross like this back. It used to rattle my teeth; I had to spike so many decent stories because people just couldn't figure out how to take an image and send it to us. 

I know people still struggle with technology but it's been a piece of piss to take photos on a phone or a cheap bridge camera for 10 years now. Even basic mobiles can take a sharp image if there's enough light.

Another early Mk4 Astra in an unusual spec/combination of options. No wheeltrims or painted bumpers, but does have electric windows and mirrors, which iirc wasn't standard equipment in 1998:

I had a bid on this and went to £850 but was bidding blind so bottled it   - looked like a 2 horse race as the other bidder won it at £900......  Ho Hum .....

Haha that really is comically pisspoor - although the seller does have a point when he says " In my opinion a better option than a pristine car you take to a couple of shows a year, get two chairs out and sit at the back of all day with a flask !!" and if the price was a bit lower I don't think the paint would necessarily put me off. Maybe you could blow it over with blue or something.

(I'm just thinking aloud here really, because it's local to me)
