Supplied new in Germany, the car went to Spain in 1997 and to the UK around 2000.
Thereafter sat in a garage in Dorset from 2000 to 2020 when we recovered it to our workshops.
Was running and driving in 2021.

25 years in UK and not registered.  That is a few weeks over the notice period for HMRC. Can you still obtain a NOVA?

Wonder how much road tax is due in Spain? That will roll over to the next own if it returns to Spain. To obtain Spanish export papers these taxes have to be paid.

Good thing that you don't need much paperwork to register a foreign car in the UK. A fake bill of sale, a guy on FB who's part of an random US car owners club and a few forms are all you need...

Must be easy to import stolen/iffy cars if there are no checks done by HMRC or DVLA
