The Heath government also had problems. This may be then. Again it may be a local strike. The Council here was Tower Hamlets.

Heath had gone by the time that van was less than  4 years old. It looks a lot older than that. Especially as the trunnion has collapsed.

Manchester Corporation 'Mancunian' 'decker on the right. First were new in 1968.

Bedford did a great job making those not look like a TK.
