Looks like an added spotlight with a protective cover, probably a Lucas one like this...

Yes protective covers were quite the thing in that era. Some cars had single fog lights for picking up the roadside verge in a 'pea-super' some two - sometimes they were yellow-lensed.

Indeed. A fog and a spot were a common fitment. The term 'auxilliary driving lamps' springs to mind.

A lot of older lights like that had a blue dot in the centre for some reason.

It was common in rural areas for cars to have some extra lights fitted for driving at night on unlit roads.  My Brother had a Mk4 Escort with them as it had been owned by someone who lived near Whaley Bridge.

Yes, both spots and fogs. Not sure if it was a technical, design or brand issue though. Dad had a 'rally lamp', that you stuck against the inside of the windscreen to aid visibility on club stages 1950's style, no blue dot though IIRC.

Blaupunkt (blue dot) lights maybe?

The blue (and amber) centred lamps were made by Notek. No idea what the thinking was, but they used to be on every Mk2 Zephyr/Zodiac that was at a car show in the 1980s.
