I wonder what the two cars behind the scrote are?

Yes a Toledo and a mini probably 850 in the middle.

The guy who lives there is quite elderly but there is slow progress on the Mini.

26 plate Porch in Exeter

Not legal to be on the road yet. I once had a dealer deliver a car of the same marque a few days before the plate would be legal to use on the road. They made me promise not to drive it until 1st March. Maybe the one you saw is being delivered? Should be on trade plates though, obviously.

Back when the date letter changed once per year, in August, our V.W. dealership would stay open until midnight on 31st. July/1st August, to permit the new owners to drive away in their new cars. Our boss was always very strict about using trade plates for the P.D.I. road test on the days preceding the 1st August!

Yeah I remember the midnight opening being a thing. I guess the new reg isn't such a big deal these days, which I suppose is what they were aiming for when they brought in the twice-yearly change.

Actually, IIRC, the twice yearly change came in when pressure was applied by the car manufacturers, wanting to boost sales in the typically quiet Autumn period.

I think it was pressure from dealers.

As a side note this date change thing is a bit of rubbish. I cannot think of anywhere else that does this. Rolling numbers and letters are the norm. Some do change the layout because the combinations run out.

Judging by the absence of a fog lamp in the rear light clusters, a bumper based fog lamp and the Japanese sticker on the rear window it's a grey import, so maybe a Japanese country specific model.

Probably right! I've had reason recently to investigate the car registration system in France; the vehicle's issued a number by their equivalent of the D.V.L.A. and it stays with the vehicle until it's scrapped. No exceptions, no date code, no personalised plates, no transfers, simply a rolling system starting at AA-111-AA, covering EVERY vehicle on the road (exceptions are diplomatic & trade plates). A regional identifier (départment) sticker is permitted on the right side of the plate, but isn't compulsory. Sounds like a better way of doing things, as it prevents the stupid, pathetic (and illegal!) combinations we see on numerous vehicles here.

The first car registered under the new system (AA-111-AA) was a Mazda, and it was pictured as the first one, but no-one made a big deal of it.

Of course, changeover day was Septmber 1st, the change added a boost to Spring sales, I got it the weong way round earlier.  Both manufacturers and dealers would have had a vested interest, and I think the SMMT had a strong influence on government.

Spain went from a location Identification letter(s) to just rolling 4 numbers and 3 letters. That was in 2000.  I imported a 2014 car and it just got a number no age related numbers issued.

The Dutch are constantly changing the format. Sequence run out quickly.

Belgium the registration stay with the owner. They too are now allow vanity plates.
