I think this happened because of that annual govt campaign about drink driving and leaving the car at home at Christmas and 'take a bus instead'.

1954 apparently. The Commer Express van in the background would have been virtually new at the time. 

Crossing Westminster Bridge going south - to the right in background is Old Scotland Yard. The other two buildings demolished and replaced by the new Portcullis House.
