I too think it is a water Mark. The  first quotation marks are on the window trim and the last are lower than the trim. I think it is an image of the Belgium police as there is a large railway viaduct in the background. I did a reverse search and found the image on a FB page. I cannot get any further as I do not have an account.

I bet the police garage Inspector in charge of procuring vehicles paid half retail from the BMC sales rep to take on those MGCs. Probably managed to score himself some free VIP tickets for the British Grand Prix into the bargain.

Which slowed it down so much it was useless chasing anything.

(Seriously , a friend of mine in the police, reckoned the  mk2 2.8 Granadas which were their motorway car of choice in the early  80s, struggled to reach 100 mph with all the lights and signs on top.)
