I've seen a few Romania plates that are essentially the same combination of letters and numbers as a UK plate but in that font their plates use and the RO on the end. 

Must be a bit dubious legally?

Both. The current Romanian plate system was introduced in about 1997, whilst the current British one started in September 2001. The similarity wasn't a problem until the Romanians started migrating to Britain after joining the EU. 

They thought it was an excellent idea to buy RHD cars in Britain, put them on Romanian plates and carry on driving in Britain. No need to pay for VED, MoT or insurance. ANPR has problems identifying Romanian plates so escape speeding or parking penalties. Where the Romanian plate has a UK duplication - and many do - only the UK car is searchable on DVLA; there is no equivalent for Romania.

Highly illegal,  but police enforcement is patchy at best.

Low miles Ital 1.3 that looks like it has life left in it. Just like a Morris Minor but slightly better in every way.

Certainly much cheaper than a Minor in the same condition.  1.3 is power enough most of the time.

That doesn't look too bad with a new MOT included.  I passed my test in my dad's Ital 1.3 (a long time ago) so maybe I'm wearing slightly rose tinted glasses though,

I've got one of these, same year, different engine. Absolutely would recommend. Very cheap to run but you're completely screwed if something hard to replace goes. I've been looking for a windscreen for quite a while now...
