Yes, as long as you pay for it. The DVLA cottoned on to the money making possibilities a long time ago. Although years back, before computerisation  it would just be a case of being in the right local vehicle registration office at the right time to get issued a nice* number. Although it is also strange how so many prestige car owners happened to be in the right place at the right time getting the number for their Bentley, etc. 

I'm trying to to remember the famous plate on a Morris Minor (three letters then 1). Loads of people have tried to buy the plate, but DVLA have decreed it non transferable so it stays with the car.

Back in the day dealers used to get a block of numbers and they could issue them as they liked until they needed more,  not so easy now I think, so the customer could look through the available numbers at the dealers and pick any one they wanted  if the dealer told them they could or they asked. Prior to that you could go into the local licensing office, well pre DVLA, and get a number if you were cheeky you could ask for a better (different)  one and you might get lucky. Most people were pleased to be able to get a new car and personalised number plates were not really a thing which is why low numbers 1-10 etc were on everyday cars.

its worth noting however if you view them on a PC/Mac/Device with a fairly high rez screen they dont get squashed

however if I manually make things small then they do get squashed, hopefully this helps in the diagnostics of things :)

it looks to me for whatever reason, cavs images dont scale properly
