Yes, made by Cock.

I guess in Dutch that isn't as funny.

Although the picture is of a prototype, something very similar went into production for a car sharing scheme in Amsterdam - search for WITKAR.

No in Dutch they use another word. I do not know why this has cock badge on it.

Hang on, they built 213s on an A plate? I remember them appearing on a B plate, but never earlier. This one graces the opening of Morrisey’s Suedehead video.

AROnline says the first cars were given to the press in June 1984, so they would have been A platers. I don't know if any were sold to the public before 1st August 1984.

Probably an Essex V6. Still slow as it's heavy and 4-speed, maybe even 3-speed auto. And about 14mpg.

Pre-production prototype out on the road in 2011. Camouflaged with stuck on bits.
