it means in this case the vehicle was computerised and last had a V5c issued in 2000, but it was never put into a road going taxation class, whenever it was computerised, it was stuck in the "NOT LICENSED" taxation class, because due to how the DVLA computer system works/worked, when a vehicle was being transferred from a Buff logbook to a V5, it had to go into a taxation class and be taxed,

but what if you have a vehicle in bits in your garage, and your nowhere near ready to actually tax the thing, but its 1983 and they are closing the buff logbook to V5c scheme and you want to get yourself a V5, for when the vehicle does go back on the road, so they created this "free parking" not taxed for on road use taxation class, internally the vehicle is taxed and in a tax class to satisfy the computer, but externally it simply says "not taxed for on road use"

it is no indication that a vehicle is or is not still around sadly, it just means that it at least survived long enough to be computerised, but has been off the road since then or even before then (and vehicles can be marked scrapped in this state, and you wont have any way of telling from just the DVLA's 1st party tool, which is a shame as back in the day you could, as you could see the "vehicle status" for these not taxed for on road use vehicles, go in and out of "taxed, Tax due, Taxed" but the ones marked scrapped where generally "not taxed")

LJHxxx was a Hertfordshire series issued starting September 1949, so im guessing it was registered anew when built as a Lotus :) 

(either that or the Austin 7 it was based on, had some serious late registration madness going on LOL)
