No, it is full service history, as its the history of the servicing, complete .... It's just that servicing is not up to date

I had this argument with the seller of a car a while ago, when I checked the history it showed cambelt was overdue by 10k and it hadn't had an oil change in 2yrs. The the history may be complete, but the service schedule has not been kept.
