The registration number (......AA), the mountainous hairpin bend and the moustache, suggests this is in Altai Krai, part of Russia bordering Kazakhstan.

I got pulled over in my escort 1600 by plod, who were in one of these in Brighton.

 It was also down maderia drive, which is where this photo is taken.
