Yes it was a road safety campaign film from 1967 with the star Adam West, (no relation to Fred West).  Video on Youtube if you're interested.

It’s good at first glance, but the white van in the background looks like an LDV Convoy cab with the nose of something much slimmer, the BP logos are incorrect or clouded out and the proportions of the nearest petrol pump are all wrong.  The rifles are probably wrong as well, but as I am not an American I don’t know what they should look like!

Edit - missed the most obvious tell - the robber on the right has only got one leg 😄!
