someone should do him a favour and light the car that way he can have the whole rust effect

That just looks toss and it's hardly the most popular car to 'rat' anyhow.

I think Richard is correct, I've seen one or two unlikely cars with bonnets like that.

To be honest rat look is well over with and it shows incredible unoriginality to do it now imho.

Everything else you can see on that Corsa is normal though, and there's a bit of wonkiness about the bumper and grille that suggests budget accident repairs.

I'm sure it was a new bonnet but on a fairly new car like that a quick £50 blow over on the bonnet surely wouldn't break the bank. Or even rattle can it yourself and make it look 10 times better. Clearly been driving it like that for ages and is quite happy with the 'rat look'.

I cant understand why they dont just get a used panel in the correct colour.

That's what I would have done, it looks so much better than fitting a new panel and painting it because the paint is the same age as the rest of the car. Not everybody thinks like that though. What's happened here is the owner has lost interest in finishing, or more likely paying somebody else to finish, the job as soon as the car became drivable again.
