I'd start with the Talbot Owner's Club.

They have a conversion to a more modern type of water pump seal to get around the issues of the older style water pump gland.

 

They should be able to provide a Dating Certificate to DVLA's satisfaction, to assist in the re-issue of registration number LNV 26E (Northamptonshire April - July 1967).
