Unless it's obvious then that will be a huge bone of contention, eg mk2 transit with type9 5 speed is ok because floor not cut for gear lever, MT75 fitted it's modified monocoque and BIVA time.

And MOTs aren't? I've had someone fail a 1996 car for the steering lock not working. I would design the system such that the MOT man marks it as green - OK, amber - dubious, red - deffo modified outside the limits. Then the burden will fall back on the owner. You will get a letter saying explain it and have x days to respond. I'm not saying that's what will happen but that is the simplest method that minimises the MOT man and DVLA/VOSAs involvement.

Do we have a link to the proposals or guidance that we can have a read?

If they do make modified cars a no no, Pete Crompton of Youtbue Cortina Nonsense fame is fubar'd, his latest build has an auto box from a Granada twin cam, power steering & cruise control

Quick question because I got to work today and don't have time to check............

A mate has just bought a 1935 Morris 10/4 (was in tat thread I think??) on Ebay. It has a 1622 B series fitted and hydraulic brakes but otherwise original.

Would this have trouble with new rules?

Technically, yes, though I'm sure I saw somewhere that they're actually dropping the '15% power hike' element. That would have ruled an awful lot of cars out. I could even add 15% more power to the 2CV without having to change to a BMW engine, so it was a pretty ridiculous cut-off.

The Morris doesn't sound enough for a Q-plate though, but I can see the sense in saying 'ok, your pre-war car with a much bigger engine and entirely different brakes is going to require an annual MOT. Exemption cancelled.' That said, the onus will be on your pal to declare it as modified, and he might be wise to stay quiet on the matter. (advice not legally binding).

And as our authorities have unnecessarily tangled the MOT exemption eligibility from the EU directive with our existing Historic tax entitlement, then free tax cancelled as well.

if its all done to a nice standard then who would know ?  chrome v8 bodged in with angle iron and wood screws would jump out but carefully modded stuff i dunno so much

i think folk with borderline stuff might want to consider not putting reg numbers on build threads

If you have to declare mods to your insurers isn’t there a chance they could grass you up to the DOOVLA?

Wonder if there'll be a mechanism for reinstating the exemption if something deemed to have been sufficiently modified is later restored back to standard/original spec?

I think this is all demonstrating how they really haven't thought any of the issues through on this. At all.

Thanks Guys.

Just checked...........engine fitted in 1980 and recorded on V5 so looks OK.

Brakes have always been like that mate........

Collection tomorrow......100 odd mile road test home

Oh, OK I didn't realise there was a plan to camera MOT stations.  When's that happening?  And who's going to look at the pics?

As I said.  If.

Dunno if they ever will, but it'd tie in well.

I've heard of cars with chassis notches getting a letter from VOSA in the past, so MOT stations are clearly grassing folks up, but that's fine with me, because if you need to hack into a chassis to make something sit differently, you've probably started with the wrong vehicle :)

And I'm far from adverse to a bit of modifying.

Was that an on line check for the engine capacity change or the owners word? If it's the owners word I would get something in writing from them so you have something to show the dvla if it ever comes up.

I suspect if you're historic registered at the min the only change will be the road tax reminder letter will only says you need insurance. Maybe going forwards the form to change to historic class will have a box to tick "not modded it honest m8".

The 15% more power one could be a bastard if they bothered to implement it. The series 2 in my shed's chassis number says it's was built as a 2 1/4 diesel, but the V5 and reality are there's a throbbin' powerful 2 1/4 petrol under the hood with a high performance cylinder head. Yes I don't care about nuns and kittens.

Modified or improved..........that is the question.

Was going to say, it would have left the factory with hydraulic brakes! Hope the collection goes smoothly, and don't forget the pictures.

Be better not to think about it, last time I looked even removing a mudguard loop or delugging a frame meant bad news on the registration front. I've put my fingers in my ears and head firmly in the sand regarding mine.
