I was looking at the slightly weird front wheels then looked more closely.   It seems that the whole drive assembly is on a turntable, so front wheel drive.  What appears to be a misplaced additional front wheel with a flat tyre must be either part of the motor, a flywheel or some form of clutch to allow the turntable to be steered at very low speeds - or is it an enormous differential??   There were other variations on the theme.  One type had two additional front wheels, non-powered, which look as though they helped to steer the hefty turntable assembly.
