Apparently you may be able to see UP into a blockage of that drain, and if it's blocked there it pours into the footwell.

 

Push the indicator to the front of the car, then out from the back.  If that makes sense.

Errr... NO >> the tube makes a watertight conduit from top to bottom [sealant around top to stop water shortcutting into footwell through your current failed hole/vent]
