Sometimes a pointed diagonal move from 1 to 3 behind them and then in front of them is enough to make them begrudgingly move in. A fun game to play at night when the road is otherwise empty is to overtake them on the right, correctly move back over to the left lane, then slow down and let them overtake. Then lather rinse repeat. Not that I've ever done this myself you understand, and I certainly didn't do it for about five miles. Hope you didn't forget to unlap them in the other direction to 'unwind' things. I've never done that either.
