You would imagine the dictator of an oil rich country where most people live in poverty would but who knew he had a thing about electric cars? It's a Popemobile! Specifically, a Leyland truck; two of these and two Range Rovers were built for the visit to UK of Pope John Paul 2 in about 1981/2. The truck museum at Leyland has one of the big ones, as shown, and a load of information about them.
