just been in the flag your photo section and made some changes.

Try clicking on your username in the top right corner, Then in your account click the Privacy & Permissions tab and then half way down the page edit the defaults for new uploads tab to anybody, so it's like this

Very strange, I've never had a problem with Flickr, Your profile must be 'private' i guess but i can't see how you change it?.

 

This is how my settings are set up, Are yours the same?.
