Probably Southampton. The Mini has a Southampton reg and you can just make out Above Bar Licenced Restaurant. Above Bar is the main pedestrian precinct through the city centre. It bears no resemblance to this any more but there can't be many Above Bars.

This is from the pilot of Friday Night Dinner, it took several decades for it to be commissioned as they had to wait for Channel 4 to be invented.
