Or have I misunderstood what this refers to? You can register a classic car as preservation and then there are 5 years between mot and when over 50 there are none. There has been a lot of discussion around this and several people are afraid that cars registered in this way will have restrictions on use in the future. My take on this is that the EU makes MOT so strict that they force old cars on to this so that they can eventually give them strict restrictions on use. Justwatching 1

Norway is not a member, but unfortunately we are a member of something I don't know what it's called in English that is involved with the eu. And even though we are not full members, we have a habit of following most of their stupidity.
