It's possible that the car would fall into the surprisingly long grace period that BL Rover enjoyed for some of their cars from the '92 emissions legislation anyway. There's a massive list of Range Rover Classics which are exempt, and Minis might also be too - BL had a huge amount of unsold stock sitting around at the time with old engines like the A series and RV8, and there was a lot of flexibility. My MoT tester wouldn't be too bothered about emissions on a car of this age.

FWIW my Innocenti Mini (1993) is carb'd and that passes the emissions test with flying colours every year.
