Looks to me that the cable was attached to the rear of the car, hence why the  car folds in half. Also that was a 50mph crash, very rare for cars to be tested at that speed. I think some moderns would look quite bad after a 50mph crash into a solid block.

I remember seeing some 1990s cars being tested to the modern NCAP standards & ending up as crumpled wrecks.

Soz. You'll have to argue with the internet though,  I just blindly followed what it said. Which shows what an idiot I am.

Further research suggests it's actually Birmingham, 1947.
