How does selling a private number work? 

I assume the reg plate websites are just a broker for you to put the plate up for sale, but they don't actually buy the plate from you? 

Meaning it may sit forever until it's sold and the price is hyperthetical.

Yes, exactly that, they will offer it on their site for an inflated price and it's very unlikely to sell. 

The nature of the market is that they are incentivized to give you a bonkers price so you advertise it with them.

I believe there are a couple of sites that auction them where you stand a better chance.
