mmmmmmmmmm not sure those don't look like Italian plates, the sale signs in the shop window are in English, the buses (trolley buses?) are on the left and look like they have rear entrances on the left.

As Yoss points out Cavella Kings are South African tabs, so it could be somewhere in South Africa. And to further our number plate excitement the plates are South African  - 'C' is for the Western Cape Province and 'CA' is Cape Town, good chance it's Cape Town.

Edit - and Cape Town did have trolley busses - 

British made Sunbeams with Weymann bodies, they ran from the mid 30's to the mid '60's.
