Pretty certain that's one of the three old Acty vans that used to be parked in a row along a road in Southend town centre. They were under trees and never seemed to move, so were filthy dirty. Sadly they disappeared before I could 'spot' them, that would have been back in about 2010/11ish. Think the introduction of resident parking permits for that road saw them off.
