Dutch Police VW by Karmann, this model was nicknamed 'Halfje wit' which can mean two things in Dutch : 'half white' and a 'half loaf of white bread'  a less common nickname was 'badkuip' (bathtub)

They were successors to the Jeeps used by the Hague Municipal Police and were introduced in the '50's. Originally there was a tarpaulin over the front seats, later the Bakker company in The Hague built a plastic hood to cover them. They disappeared in the mid-60s to the delight of the police; they were not well liked because they were rather cold in the winter.

Maybe the plate were issued to the police but they did not use them up straight away.
