Seen in Barns Green, West Sussex on 31st August.
Can't have been built in 1964 because production ended in 1962.

Continuing a theme , my Dad had one of those too, but in a very boring grey. It was a 1961 model beginning BYR but I can’t remember the numbers , might have been 365, not sure. Had the same old AA badge attached to the grille.

3 gears prone to jamming , 70 mph flat out.

I'm sure this one didn't start out with anything like it's current colour scheme, these were the bottom of the range, the previous model Anglia for those too tight to pay for the new Anglia, so there would have been no fancy options.

Basic is not the word. I think the heater was an option. I think it also had vacuum operated wipers (?) that went slower as you speed increased! Radio ? That was for rich people.

A heater was an optional extra on the new Anglia, even in deluxe form, so I'm sure it wasn't standard on the Popular.  The 100E Anglia had vacuum operated wipers, so I imagine the Popular would have inherited them.
