Apparently, it's used as an invitation to traffic lights grand prix. My brother probably didn't start this trend, it was probably just coincidence that he did it when everyone else had started doing it.

I believe this is correct and started in the USA as an indication that you were up for racing for cash at these illegal street race things. Seems to have made it's way over here and just become a bit of a craze, I have grass and mud hanging from my tow eye wdue to the bin lorry nearly running me off the road this morning

It means that the driver/ passenger of the car is into dogging (depending on which side the Smurf is hung).Cars will park up and the Smurf will give the dogger the visual clue as to which side of the vehicle to approach - Smurfs hung in the central position mean that either driver or passenger is up for a little action. Of course there are nuances in the type of hanger too. I think they've got involved with all the golf and polo scene cars I've seen down here with with smurfs and the like hanging from the rear, only 2 days ago down at a friends garage business he had a scene special T25 van in with Roland rat dangling from the rear valance
