This is what drives me mad about the roads these days - and I don't think it's just because I'm older and grumpier than I used to be. It's the complete lack of common sense of some people. They don't read signs, and they certainly don't read the conditions, even when it should be obvious.

If you see a sign warning you of a junction but can't see it, that means that anyone exiting that junction can't see you, and they could very well innocently pull out. They will have to exit that side road at some point. They can't sit there all day. Slow down and be prepared for it. Same for a crest if you can't use the hedgeline or other clues to know how much can be hidden. If there's a lot of pedestrian, cycle or vehicle activity, you need to be prepared for someone to do something stupid like fling the door open on a parked car or step out. If the bins are out, there's a damned good chance that there is a bin lorry blocking the road you can't quite see into. A tractor in a field means there is likely to be mud on the road. If you can't see the other side of a bend or junction, don't cut it. All tailgating does is effectively destroy your view of the road ahead and make that overtake you're so keen on doing more difficult. All of this stuff is blindingly obvious to anyone who can think beyond a second ahead.

Read road signs, all of them. Someone put them there for a reason. And read the clues - they're always there.

Anyway, probably best to ignore this post as it's quite severely off topic.

Difficult to do any of the above when you’re looking at your phone.

Here's an admittedly rather flimsy article about green ringed 20 signs -

https://www.petebarden.co.uk/news/articles/what-do-green-speed-signs-mean-uk.html

And, here's a (an?) Hungarian newspaper discussion about the green signs spreading across Europe, which is slightly more learned -

https://dailynewshungary.com/green-bordered-speed-limit-signs-europe/

All signs point back to the UK when it comes to using them. The second link backs this up as well. It mentions that they are supposed to be utilized in Spain, but as of now, it's just a proposal. The first article failed to provide a real image of a green 20 sign, opting instead for a mock-up.
