Erm, instead of removing the panel, this guy seems to have simply cut out the inside of it. Even if removing the panel is structural, you don't want to be cutting up a new panel hoping its exactly the same shape as the area you cut out and welding it on the inside of the old one, you would just brace the car where necessary and take off the whole panel, shirley.
