I picture the seller of this Panda 4x4 repeatedly trying to obscure the number plate with dish-rags, bits of cardboard, old Y-fronts etc. but each time being defeated as they drop off, get blown away or whatever, just as he takes the photo. Finally he just kicks the bugger to bits. Sorted.

Blocks of flats normally have a water tank on the roof - so the answer is yes.

I can't imagine in which reality an Automatic Microcar with a borked gearbox is an ideal starter car.

 

Ideal ornament maybe. Ideal storage for outside your house perhaps. But cars tend to have, you know, the possibility of movement.
