It's obviously* fitted to a bracket under the front of the transit that stalks him all day every day, hence he appears so glum.

 

Out of shot is a sign that says "This way.  Shit the Clown Up.  £1 a go."  Unfortunately for him there were a lot of bored van drivers that day....
