I've got a set of those in my garage in 13" flavour. I thought they were from an old Austin personally, but could equally be from a Herald or other small wheeled car of the 1960s.

60s Ford. Or some aftermarket jobbie designed to look the same.

They were always on 60's Fords but they were an aftermarket part according to the book. You slipped them on before the hubcap which held them in place. I'm pretty sure they will fit any 13" wheel with a cap, so 100E, Anglia, Cortina and probably Corsair and Consul from the Ford range (not sure about Zephyr/Zodiac). Also caravans.
