type approval - E and e numbers

For some, nerdish, reason I have always wondered which country issues a particular type approval number. You know the E (or e) number in a circle which is stamped on various componants to show it's passed various approval tests. I've summised that E11 refers to approvals carried out in the UK, E1 is Germany and E2 France. But what about E19 or E7?
