Go to a commercial bearing suppliers, they are only about £15 to buy new.

It's a dial gauge, clock gauge or DTI gauge. That might help to find one locally?

I thought it was used after finishing a restaurant meal to gauge the best moment to attempt to leave without paying.

Wouldn't gaffer taping some kitchen scales do a similar job?
