Looks like an old Moskvich 408 (Russian built), but the front grille looks weird.

I had just been reading up on Wiki about that as i could have sworn they looked identical when i saw the picture and wanted some points, but the Wiki page of the Simca said no. However, upon looking under Moskvich Aleko i see they just ripped it off as you said Regie. It probably had better rust protection than the Chrysler version though.

All they appear to have done is removed a swage line and presto "New car for the Comrades".
