Anyone know what's happening with VIC tests?

There has been plenty of press saying that due to being a pointless waste of time and money the VIC is being abolished from October. Yay! Good riddance. It's not like I don't check chassis numbers myself EVERY DAY while doing MoT tests so paying VOSA £41 and waiting 6 weeks for an appointment to drive to Newcastle for someone else to do it was a bit annoying.

 

Thing is, I'm reparing a Picasso for a customer (flame suit ready...) that got cat C written off last friday. The online vehicle check service says it needs a VIC and his tax runs out on 1/10/15. The "book a VIC check" page is still accepting bookings and says nothing about the impending abolition.

 

I did find a consultation document that says the intended procedure is that cars requiring a VIC will not need it after october but also that any that are booked to take a test will get it, even after the cutoff date. So... what do I tell my customer, whose insurance company has told him he still needs to get one? They also want their courtesy car back so he needs to use his car.

 

I'm tempted to tell him to wait, and see if he can tax online for next month.

I have same thing. Getting car on Thursday that needs one.

 

I tried calling the vic helpline and they basically said everyone is busy use interweb.

Here's the consultation/impact assesment. It's hard to find amongst the 1000 news stories all reporting the same press release, but it's recent (3/9/15) and contains the only description I can find about what is to happen next.

Just found it. 26th October it ends.

It also says this..

 

The process after the abolition of VIC for obtaining a new V5C for vehicles which would have been included in the VIC scheme will be amended to allow the registered keeper to obtain the V5C without the need to have a VIC marker removed first.

 

So ??? What "residual tests"? Either it's abolished or it isn't. It also doesn't explain the mystery transitional arrangment for the first 25 days of October (or why!)

I think residual tests are those already booked.

 

So I read it as definitely after 26th October you can get v5. Very likely from 1st you can if you haven't booked a VIC

That would be good. I also notice from the costings in that document that there should be no charge for applying for the post accident V5C. It says Insurance company still has to destroy the original when paying out, and DVLA will issue one with a damage marker when applied for, but there doesn't seem to be anything that says DVLA will gain anything from doing so.

Looks like it. Actually the more I read that last bit (in Moog's screenshot) the more I suspect that it's a typo and should read

 

From 1 to 26 October 2015 a transitional arrangement will be in place for the VIC scheme, with the scheme being closed to new application from 1st October. A few tests may be done after 26th October for outstanding applications but the transition arrangement is designed to make this residual work very small.

But, maybe I'm thick or it's not very clear, you'll still have to send the log book off to the insurer for them to destroy and then apply for a new one from DVLA, who will mark it accordingly?

On one of the salvage sites they are saying from 26th October you won't need one. But I suspect they are just using that statement.

 

I agree with SOC reading. I think 1st October will just have a proclamation read by our local town crier / on their website

OK!

 

My customer came in today, he phoned DVLA to ask what was happening and was told the following -

 

VIC scheme ends for new applications on 1st October

He can drive his not checked car as long as it has tax and test

He should be able to tax online on 1st October

An amended logbook will be provided FOC.

 

Which is good, because I've almost fixed the broken nose his car had.

Is it his already? If so no VIC needed unless he sells it.

I had a Fiasco with the log book marked following a cat-c - so long as I didnt sell it it didnt need a VIC - in the end I scrapped it.
