Have a look at the V5. If a number is non-transferable it'll say so below the registration number.

Doesn't the car need to be taxed and therefore MOT'd to transfer the plate as well?

Needs to be V5c'd and NO mention of non transferability on the front sheetYes- it also needs to be taxed,MOT'd (-although it can be up to 6 months max out of tax if there is a VERY good reason -ie wont pass another!) Thereafter its lost....till the car acquires another ticket

The car is taxed and moted but its spent a long time of road,so i was wondering if it lost the transfer thingy that happened in the 1980??Its not my car so i don,t have the V5 but he has been told the plate is worth 7k,he paid a few hundred for the car!

Why not call one of the number plate dealers and ask for a valuation on the plate. They can be a bit funny if you don`t own the vehicle, but I`ve done it twice, and got an estimate. They`re a lot more amenable if they think that you own the vehicle and they`ll get the job of selling the reg and collecting the commission.
